Detective Richmond has been dealing with gangs and gang members since 1994.  He is currently assigned to the Spokane Violent Crime Gang Enforcement Team that is responsible for investigations including Narcotics, Gangs, Violent Crimes, Unlawful Possession of Firearms, Gambling, Prostitution, and other vices.  The SVCGET is comprised of members from the Spokane County Sheriff’s Office, Spokane Police Department, Bureau of Alcohol, Tobacco, Firearms and Explosives, Federal Bureau of Investigation and Washington State Department of Corrections. Detective Richmond is charged with conducting gang, violent crime and criminal enterprise investigations. Detective Richmond has been responsible for conducting Organized Crime Drug Enforcement Task Force investigations and has successfully conducted Title III investigations.  As a result he has interviewed hundreds of gang members and gang associates from all over the country.  Detective Richmond assists in confirmation of addresses and residence contacts with Washington State Department of Corrections gang officers of known gang members who are currently under supervision.

To maintain expertise, Detective Richmond has read numerous books related to gangs and gang activities from experts around the country.  He has also maintained constant communication with outside law enforcement agencies to maintain current information on gang trends and trafficking. He has testified as a gang expert in both Spokane County Superior Court and United States District Court.

Detective Richmond has given instruction on gangs to various law enforcement agencies, public agencies, and organizations. On June 27, 2007 he briefed US Attorney General Alberto Gonzales on Gangs in Spokane and anti-gang prevention, education and enforcement strategies in the community.  He was recently a guest speaker at the 2008 Project Safe Neighborhoods conference in Spokane, Washington. He has attended numerous different gang conferences throughout Washington, Oregon, Idaho, Montana and California.  He is an active member of the Northwest Gang Investigators Association (NWGIA) and the California Gang Investigators Association (CGIA). Detective Richmond has held the position of Washington State Vice President for NWGIA since 2004.

Detective Richmond has accrued 580 hours in training, specifically in street gangs.
